The Academy: Rules & Regulations for Visitors

This is a different kind of writing, written in point form instead of the usual prose. It is intended to look like an official set of rules. This particular piece applies to visitors to The Academy Campus who make use of the various facilities within. These rules and regulations primarily concern mandatory attire requirements applying to visitors. Residents have their own set of attire regulations, which may be posted below in the near future.

Campus Information


1. The National Youth Academy of Australia (NYAA; thereafter “The Academy”) is located at the former Victoria University of Technology (VUT) Sunbury Campus, on the northwestern outskirts of Melbourne, Victoria, Australia, within the Local Government Area (LGA) of the City of Hume.


2. The NYAA Campus plays host to a wide range of residents and visitors, including:

2.1. The long-term Resident body comprising of the Core Academy Membership of 648 men and boys (all male, aged 11-41) – 488 in the League Branch and 160 in the Union Branch – these constitute the Students, Faculty and Staff of the Academy. They are accommodated in the Gillespie and Harrison Fraternity Halls in the Northern Campus Tower. 

2.2. The 40 Supervisory Military Personnel on Secondment (all male, aged 17-42), recruited through the Australian Defence Force (ADF) Special Operations Division, who play a supervisory and enforcement role across the entire campus.

2.3. The short-term Residential population comprising of Overnight Guests staying at our Youth Hostel Accommodation (YHA) facility, comprising the Trinity, Ormond, Queens and Newman Halls, as well as our Outdoor Camping Grounds (must supply own tents/caravans). All Overnight Guests must be male (i.e. men and boys only) and aged up to 42 (b. 1969) at the time of the Academy's inception.

2.4. Day Visitors to the campus registered as NYAA Associate Members who make use of our Sports & Recreation Centre (“the Rec Centre”) and/or our Campus Community Men's Health Clinic. All Day Visitors seeking access to these facilities must be male (i.e. men and boys only) and aged up to 42 (b. 1969) at the time of the Academy's inception.

2.5. Various visitors to the limited areas of the campus that are open to the general public with no restrictions on age or gender – this comprises the Macquarie Events & Banquet Centre (MEBC), available to external groups for hire, located on the 1st to 4th Floors of the South Tower. This is the only part of the Campus that is open to the public.



3. Besides enrolled NYAA Members, comprising Resident Students, Faculty and Staff, the Academy's Campus plays host to a range of Associate Members and short-term visitors who may be registered with The Academy on an ongoing or temporary basis, and pay the relevant fees for membership. These people may be registered as individuals or groups, and make use of the various facilities on campus that are open to the general public (subject to certain restrictions), including the following:

3.1. The Rec Centre, comprising the Gymnasium Hall, the Swimming Pools, the Sports Pavilion Building (containing the Café, Sporting Goods Retail Stores, Communal Showers and Tennis Courts), and the various sporting grounds and facilities located on campus. 

3.2. The Campus Community Men's Health Clinic, comprising medical, dental, physiotherapy, optometry, audiology, biomedicine, chiropractic and pharmaceutical services.

3.3. The Youth Hostel (YHA), a short-term backpacker hostel accommodation facility, comprising the Trinity, Ormond, Queens and Newman Halls, as well as the Reception & Restaurant YHA Buildings. YHA Guests have access to both the Rec Centre and the Men's Health Clinic during their stay.

3.4. The Macquarie Events & Banquet Centre (MEBC), comprising an auditorium, event hall and function rooms that external groups may hire for their own events. This is the only part of campus that is open to the general public not subject to gender & age restrictions (male, aged up to 42).

3.5. Between the public precinct and the rest of the campus is the VUT Gateway Building where security guards enforce the profile restrictions and guard the precinct within, ensuring only authorised personnel/visitors enter and leave the respective area of the campus.


4. Individuals and Groups comprising males only (i.e. men and boys), aged up to 42 years (b. 1969), may register as NYAA Associate Members, which is required in order to visit the Rec Centre and Health Clinic, as well as to stay overnight as a short-term guest in the Youth Hostel Lodges or Camping Grounds.

4.1. Fees for Associate Membership may vary depending on the respective individual or group registration and their agreement with The Academy. 

4.2. Associate Members may register as groups or individuals on an ongoing or temporary basis. 

4.3. Registered Groups may include school, college or university groups, sports clubs or teams, community groups (particularly gay male groups), military and cadet units from Australia or overseas, etc. 

4.4. Individuals may include any member of the local or regional community (from Melbourne or around Victoria or Australia, or even from overseas), subject to the restrictions above. Special discounts apply to students as well as males who identify as gay, and men who have sex with men (MSM).

4.5. Boys aged under 14 must be accompanied by a responsible adult while on campus.


5. Visiting Associate Members, including short-term overnight guests of the Youth Hostel & Campsite Grounds, as well as daytime visitors to the Rec Centre and Healthcare Clinic, (“Day Visitors and Overnight Guests”), are required to comply with these rules and regulations at all times while visiting our Campus, including specific rules concerning Attire appropriate to each respective activity, which is mandatory for all Visitors.


6. Failure to comply with the stipulated attire regulations will result in harsh penalties, which are outlined under each section below.

The Campus Sport & Recreation Centre


7. The Rec Centre, located in the Northern Campus Precinct, consists of the following facilities:

7.1. The indoor Aquatic Centre, located on levels 1 & 2 of the North Tower, comprising a 50-metre Olympic-sized swimming pool, a 25-metre training pool, diving pool and a small children's pool.

7.2. The indoor Gymnasium Hall, located on level 3 of the North Tower, a multipurpose sports hall, which contains a stage at the front end and a rock wall at the back end.

7.3. The Rec Centre Foyer and Assembly Area, located on level 4 of the North Tower, containing sports equipment store rooms and two large classrooms for theoretical instruction.

7.4. The Sports Pavilion building, containing a cafeteria and sports retail stores on the ground floor, communal shower facilities for visitors on the mezzanine floor, and four outdoor tennis courts on the rooftop.

7.5. The outdoor sporting fields, including a rectangular soccer field and a rugby oval.

7.6. The outdoor obstacle and ropes course, which may be used only in the presence of a qualified instructor.

7.7. The outdoor running trails that circumnavigate our Campus, with links to key buildings and facilities within.


8. Visitors using our sporting facilities must comply with the rules and regulations concerning attire at all times while on campus. Residents have their own set of attire requirements. All Visitors and Residents are males only, aged up to 42 years (b. 1969).


Land Sports


9. Visitors using the Gymnasium or the sporting fields playing ball sports (soccer, basketball, rugby, AFL, etc.) are required to play in ‘shirts vs. skins’ teams. Members of every second team are required to remove their shirts for play.

9.1. Alternatively, at the discretion of the group's organiser, all teams may play shirtless, with teams distinguished using other means such as different coloured shorts, sashes or the like.


10. Users of the tennis courts and/or obstacle course, individual runners or running groups using our running trails, and all climbers and belayers using the rock wall (located at the back end of the Gymnasium) are required to participate in their respective activity shirtless. All participants must remove their shirts prior to commencing their activity. Instructors aged 25 and over are exempt from this rule and may wear a T-shirt or vest.


11. All visitors participating in land sports are required to wear appropriate sports shorts (gym shorts, running shorts, footy shorts, basketball shorts) for their activity. Long pants (e.g. tracksuit) may only be worn by instructors or individuals aged 25 or over. Appropriate underwear and footwear must also be worn.


Water Sports


12. All pool users are required to swim shirtless. Shirts, rash vests or tops of any kind are not permitted in our pools. As there are no females using the facilities, there should be no issues regarding compliance with this rule. 


13. Appropriate swimwear must be worn by pool users; no street clothes permitted (other than underwear or jocks under boardshorts for those wearing them).


14. Swimmers may wear boardshorts for casual or leisure swimming. For competitive swimmers and all waterpolo activities, speedos (including the square-cut variety) must be worn. Jammers or full-body suits are strictly not permitted. Swimming caps and/or waterpolo caps are permitted or may even be mandatory, depending on individual or group requirements.


15. On Sunday evenings from 5pm until closing time, all pool users are required to swim naked. This is in memory of once-mandatory requirements for total nudity for male swimmers for the better part of the 20th Century, particularly in America.


Communal Showers


16. Showering is a requirement for all visitors and must be taken after completing your activity. Change rooms, toilets and communal shower facilities are located within the Rec Centre.


17. Following the conclusion of your activity, all visitors must shower in the communal showers within the visitor bathrooms. Communal showers will be located in one large room, with showerheads sticking out from the side walls and also grouped in fours around pillars (Bradley poles) within the room, with one large spa pool located at the far end of the room.


18. All Visitors and Resident Members are required to undress completely in order to use the showers or spa pools – no exceptions.


Penalties for Noncompliance


19. Visitors and Resident Members who fail to comply with the abovementioned attire requirements will receive a warning for the first offence.


20. Second and subsequent offences will see the Member(s) or Associate(s) concerned detained and subject to disciplinary action in the Central Campus Tower facility, where they will be stripped naked, restrained and jacked off in full view of the many cameras throughout the building. 


21. Serious or repeat offences may result a custodial punishment lasting overnight or longer, up to a few days. 


22. All videos recorded within this facility are sold to our partner distributors in the gay pornography industry. 


The Youth Hostel: Dorms for Men & Boys


23. The Youth Hostel comprises the following residential lodges:

23.1. Trinity Hall, donated by the Anglican Church of Australia.

23.2. Ormond Hall, donated by the Presbyterian Church of Australia.

23.3. Queens Hall, donated by the Methodist Church of Australia.

23.4. Newman Hall, donated by the Roman Catholic Church of Australia.


24. Each self-contained Hall comprises of the following facilities:

24.1. Four dorms containing three bunk beds each. Each Dorm may house six boys or men. Each Lodge has a capacity for 24 Guests.

24.2. Communal shared kitchen and dining facilities.

24.3. A common room, containing pool table, table tennis table, couches, play space, a large television set, and three breakout rooms (per Hall) located off to the side for small groups.

24.4. A communal bathroom, with changeroom, toilets, communal showers and a spa pool. The communal showers will also feature two shower stalls, however these will usually be locked and generally see little use.

24.5. An outdoor garden with gazebo, fish pond and barbecue facilities.


25. The Youth Hostel short-term accommodation facility is open to males aged up to 42 years, particularly those from the following groups:

25.1. The Royal Australian Navy (RAN), officers, staff, enlistees and Australian Navy Cadets;

25.2. Other Units of the Australian Defence Force (ADF), including officers, staff, enlistees and cadets;

25.3. Military officers, staff, enlistees and cadets from local or overseas organisations who have an agreement with The Academy;

25.4. Students and staff of local and overseas Universities, colleges and schools who have an agreement with The Academy;

25.5. Approved academic, sporting and cultural groups, from Victoria, interstate or overseas, who may register with The Academy on an ongoing or temporary basis.

25.6. Individuals from the local community, across Victoria, or from interstate or overseas, registered with the Academy as Associate Members.


Attire Rules for Military Organisations & Groups (including Cadets)


26. Members of military organisations, including officers, staff, enlistees and cadets, are subject to the following rules throughout their stay at the Youth Hostel.


27. Military Guests may wear only their underwear or jocks (briefs, boxer-briefs, boxer shorts, etc.) while indoors in their respective Hall. 


28. Sleepwear: Military Guests may wear their underwear/jocks to sleep on Monday, Tuesday, Wednesday and Thursday nights. Shirts and/or tops of any kind are not permitted nor suitable for sleepwear. On Friday, Saturday and Sunday nights, as well as the Eve of Public Holidays, and on certain Public Holiday nights, Military Guests must sleep naked – no exceptions.


29. Military Guests are permitted to put on a pair of gym shorts while outdoors (e.g. in the garden), or when walking from Hall to Hall. Gym shorts must be removed while indoors when visiting other Halls or in your own Hall. Street clothes or military uniform are permitted while outdoors only when leaving or returning to Campus. Sports attire is permitted to be worn when participating in sporting activities in the Rec Centre.


Attire Rules for Other (Non-Military) Organisations & Individual Guests


30. Visitors from non-military groups, as well as individually-registered guests, are subject to the following rules throughout their stay at the Youth Hostel.


31. All Guests under the age of 25 must remove their shirts while indoors in their respective Hall, including the Hall's garden. Guests aged 25 and over may wear shirts/tops only between 9am and 5pm.


32. Sleepwear: Guests may wear their underwear/jocks to sleep on Monday, Tuesday, Wednesday, Thursday, Friday and Saturday nights. Shirts and/or tops of any kind are not permitted nor suitable for sleepwear. On Sunday nights, as well as the Eve of Public Holidays, and on certain Public Holiday nights, All Guests are required to sleep naked – no exceptions.


33. Guests are permitted to wear street clothes or sports attire while on Campus but outside their Hall's precinct, including when leaving or returning to Campus. Sports attire is permitted to be worn when participating in sporting activities in the Rec Centre.


Penalties for Noncompliance


34. Youth Hostel Visitors who fail to comply with the abovementioned attire requirements will, for the first offence, be subject to a warning and confiscation of the offending items of clothing.


35. Second and subsequent offences will result in detention and disciplinary action in the Central Campus Tower facility, where they will be stripped naked, restrained and jacked off in full view of the many cameras throughout the building. 


36. Serious or repeat offences may result in a custodial punishment lasting overnight or longer, up to a few days. 


37. All videos recorded within this facility are sold to our partner distributors in the gay pornography industry. 


Compliance & Enforcement


38. A team of supervisors (comprising outsourced RAN officers and staff seconded to NYAA, who reside in their own designated dorm building on Campus) will come round the residential dorms every night to check every overnight resident and visitor for compliance with the sleepwear regulations.


39. RAN Supervisory Staff may also, at any time, ensure and enforce compliance among any and all Residents and Visitors on Campus, and will be actively patrolling the Day facilities open to Visitors.


40. RAN Supervisory Staff are subject to the same rules as military guests (see above) while inside their own dorm facility, which they are expected to role model and uphold. Senior Supervisory Staff will be responsible for ensuring and enforcing compliance among Junior Staff under their command.


The Campus Community Men's Health Clinic


41. Our Campus Community Men's Health Clinic is open to Associate Members, comprising males (men and boys) aged up to 42 years (b. 1969), whether from our local community or further afield. We bulk-bill for anyone who has a valid Medicare card. 


42. The Clinic is staffed by professionals who oversee medical, dental, physiotherapy, optometry, audiology, biomedicine, chiropractic and pharmaceutical services. Some of these rooms are subject to Attire Regulations. NYAA Union Division Staff, as well as RAN Supervisory Staff, will be on hand to ensure compliance with the attire regulations applying to the Clinic. Penalties for noncompliance will apply (see above).


43. All Clinic visitors aged under 25 are required to remove their shirts when entering the main waiting room, and must have their shirts off throughout their time within the Clinic, including the rooms of the various services listed above.


44. Visitors of all ages (up to 42) to the medical service are required to undress down to their underwear or jocks only while seeing the doctor – no exceptions. 


45. Visitors of all ages (up to 42) to the physiotherapy, audiology and chiropractic services are required to remove their shirts when seeing the respective professional. 


46. No clothing restrictions apply to the dental, optometry and biomedical services and the pharmacy, other than the mandatory shirtless requirement for Clinic visitors under the age of 25.
